We have spent our careers grappling with exactly these kinds of demands from inside organisations, including at the most senior levels of government. Between us, we have advised Premiers, worked alongside Ministers, led major reforms, delivered significant policy and legislative change, and navigated the competing demands of politics, stakeholders, delivery and public expectations. We understand that organisational decisions are rarely made in neat, controlled environments. They are made amidst uncertainty, competing priorities, imperfect information and very human dynamics.
